Title: Incorporation of OTAG and GCVTC emission inventory data into the EPA trends inventory

The Emission Factors and Inventory Group (EFIG) of the U.S. Environmental Protection Agency (EPA) has developed the National Emission Trends (NET) data base. This data base originated from the Interim Regional Inventory developed for EPA by E.H. Pechan & Associates, Inc. The Interim Regional Inventory was originally developed to provide EPA with a set of consistent regional emission estimates for the Eastern United States for input to the Regional Oxidant Modeling (ROM). The Interim Regional Inventory was developed with the objective of incorporating State-submitted 1990 inventories as they became available. While these inventories were due in November 1992, only in the past few months have there been enough State data available to make it feasible to begin incorporating these data into the NET data base. The NET data base provides the basis for the National Air Pollutant Emission Trends report produced annually by EFIG. This paper describes the methodology used to meld data collected under the Ozone Transport Assessment Group (OTAG) and data collected as part of the Grand Canyon Visibility Transport Commission (GCVTC) inventory process. Methods used to convert ozone season daily emissions to annual emissions and to estimate pollutants that were not collected as part of the OTAG or GCVTC efforts as well as other issues associated with incorporation of a single year`s inventory data into a data set designed to track trends in emissions over time are discussed. The paper also discusses the potential expansion of the inventory to include other State data, as well as the potential use of the inventory as a consolidated modeling inventory that can be used for both the ozone and particulate matter National Ambient Air Quality Standards (NAAQS) reviews.
