Construction of the OTAG emission inventory database

The Ozone Transport Assessment Group (OTAG) was formed in May 1995. The mission given to OTAG was to develop a program to understand the transport of ozone and its precursors across state boundaries. To address this transboundry transport problem in its entirety, rather than on a state-by-state basis, investigators needed to know both the amount of pollutant being emitted and its origin. The compilation of the emission inventory to support the effort is described in this paper.
