Title: Modeling the OTAG inventory: Problems and solutions to modeling national emissions inventories

The purpose of this paper is to describe the methods and problems with modeling large multi-state photochemical modeling emission inventories. The Ozone Transport Assessment Group (OTAG) is attempting to describe the impact of regional transport of tropospheric Ozone in the eastern United States. Quality photochemical modeling requires an accurate emissions inventory. Building a quality emissions inventory requires two components. An accurate base year emissions and a capable emissions modeling system. This paper will address how OTAG used the EMS-95 system to model base year emissions, quality assured those emissions, and eventually succeeded in modeling future year strategies.
