President Carter and the water projects: a case study in Presidential and Congressional decision-making

This paper examines the water projects in two principal respects relevant to decision-making: why and how Carter decided to move against the projects; and how Congress, President Carter, and others interacted to resolve the dispute. The goal is to learn about decision-making both in the presidential mind and across the Federal government. 79 references.
