Water quality decision-making and the role of WPCF are discussed in a message from the 1978-79 federation president. The White House may learn what pragmatic practitioners in water pollution control have long known: the project that goes back for restudy, reconsideration, updating, and redesign may become the ideal project, but it will never be built. The acts of Congress that have whipsawed water quality management are recapitulated. Under the stress of the fuel crisis, there should be action to eliminate ruthlessly the fragmented and balkanized administration of water quality programs. (1 photo)
