On September 24, 1976, President Ford vetoed an act of Congress that would have established a five-year research and development program for advanced automotive propulsion systems, and for other purposes. Both the texts of the act and of the President's message are included. The President felt that ''such development would unnecessarily duplicate existing authorities and extend into areas private industry is best equipped to pursue.'' (PMA)
