Representatives of the Department of Transportation (DOT), the General Accounting Office, and the National Association of Regulatory Utility Commissions testified at a hearing on pipeline safety. The major issues were continuation of authorization, the decline in federal funding for state programs, the possibility of a user fee, recommendations for a safety analysis of the pipeline safety data base, and a review of management recommendations. DOT regulation authorization comes from The Natural Gas Pipeline Safety Act of 1968 and the Hazardous Liquid Pipeline Safety Act of 1979, both of which require states to adopt federal standards in order to assume regulatory responsibility. Federal budget cuts will reduce administrative expenditures. Material submitted for the record by the pipeline industry, DOT and others follows the testimony of the four witnesses.
