Six essays on Alaska's land, petroleum economy, nonfuel minerals and coal, renewable resources, environmental issues, and petroleum wealth management examine the relative roles of the three major sets of factors in resource development: resource endowments, resource markets, and resource policies. The essays directly challenge the belief in policy as the key either to resource development or to economic development in Alaska.
