Colorado rejects purchased power approach - looks to planned facilities as basis for capacity payments

The Colorado Public Utility Comission rejected a purchased power proposal based on a mixture of current and anticipated costs in its avoided-cost calculation. The examiner rejected the claim of intervenors that the utility's commitment to build the Pawnee II plant should disqualify its inclusion as an avoided cost. He also rejected the argument that cogenerators and small power producers should receive a credit for avoided line losses. Other decisions involved capacity payment of contracts of 10 years or less and wheeling rates.
