Capacity payments are key to cogen achieving its potential

Cogeneration cannot achieve its potential in an era of low fuel costs unless its forces the swift, effective and universal inclusion of capacity payments in utility buyback rates. Low prices for oil and gas mean lower retail electric rates. This, in turn, means a drying up of the easy cogeneration projects - those in which the power moves directly to the end-user bypassing the utility. Cogenerators should mount educational campaign aimed at state utility commissions to approximate the favorable treatment now being given utilities.
