The environmental and health risks of diesel-engine emissions were examined during a one-day hearing by representatives of environmental groups, emission control manufacturers and engineers, and the Environmental Protection Agency. At issue was the potential fleet share of diesel engines and their estimated impact on air quality, the quality of emission-control equipments, and the question of whether regulations create technology or technology determines emission standards. Witnesses disagreed on these issues and raised new questions, such as whether diesel emission would require new regulations on odor and visibility. (DCK)
