Part 3 of hearing record covers the testimony of 18 witnesses involved in the domestic transport of coal and the network linking coal mines to US ports for export. Representatives of rail, inland waterway, highway, and pipeline systems described some of the issues involved if the US is to increase the carrying capacity of its transportation systems and compete in the world coal market. Competition among the systems and obstacles that delay and could prevent the expansion of components of the network are among the concerns of the witnesses, who also introduced legal obstacles and cost comparisons where the systems compete.
