Representatives of the coal industry, electric utilities, government agencies, and legislators from affected states testified at a hearing held to examine the impacts that coal and electricity imports have had on the coal industry. A major concern was whether the imports would displace US workers because of the 4.8 million ton displacement projected to occur by 1995. Actual imports for 1986 were lower than those projected the previous year, but witnesses emphasized that the impact will continue to become more severe as utilities are attracted to coal imports as a bargaining tool to keep prices lower. Utilities reported the economic regulations under which they must operate in their efforts to keep fuel costs low, while those from the basic industries described the regulatory environment which makes it difficult for the domestic coal industry to compete. An appendix with additional responses submitted for the record follows the testimony of the 10 witnesses.
