Transportation of natural and other gas by pipeline, transportation of liquids by pipeline placing longitudinal weld seams in upper half of pipe

The U.S. Materials Transportation Bureau requests comments on a recommendation by the U.S. National Transportation Safety Board to locate longitudinal weld seams in the upper half of the pipe as a means of reducing the potential for pipeline failures caused by corrosion in the longitudinal weld seams. This recommendation would be applicable to interstate and intrastate pipeline facilities transporting hazardous liquids as defined by the Hazardous Liquid Pipeline Safety Act of 1979.
