Transportation of liquids by pipeline addition of water to pipelines transporting anhydrous ammonia

This US Material Transportation Bureau notice proposes a new rule which would require the addition of at least 0.2% by wt water to anhydrous ammonia being transported by interstate or intrastate pipelines to inhibit stress corrosion cracking. Carriers and sources of supply would also be required to monitor the water content of each pipeline, preferably weekly, but not to exceed ten days. Comments on this proposal, which is in accordance with the Hazardous Liquid Pipeline Safety Act of 1979, must be submitted by 4/1/80.
