The proposed budget for the next fiscal year, includes an $11.4 million increase for the Air Resources Board (ARB), primarily for new clean air programs mandated by the Legislature and recently signed into law. Those efforts include expanding the Smog Check program to conduct roadside testing of diesel-powered big rig trucks, continuing acid rain research, and administering the California Clean Air Act which accelerates the state's anti-smog program. The increase brings the ARB budget to $75.9 million, a 17.8 percent increase from the $64.5 million spent on clean air programs last year. The larger funding boost, $5.3 million, is for the California Clean Air Act, Which requires the ARB to develop new programs and accelerate existing efforts to meet health-based air quality standards.
