Both active and retired representatives of the Executive and Legislative branches of government, as well as Icelandic author Valfells testified on US capacity to anticipate global problems and public policy changes. The concept includes anticipating which crops and manufactured goods to pursue for world markets and technology transfers, as well as political and economic disruptions. Planning based on foresight would also anticipate natural disasters and affect population, including immigration and retirement, policies. Senator Gore of Tennessee spoke of the need to analyze and use data for better planning. A. Alan Hill of the Executive Office described the work of the Global Issues Working Group, while others discussed the role of global forecasting and such joint undertakings as the Global 2000 model. Valfells described the Iceland 2000 model and its role in policymaking. Additional material for the record follows the testimony of the six principal witnesses.
