Twenty-one witnesses from the private sector and government spoke at a July 2, 1979 hearing on proposed energy tax legislation as part of a national energy policy. The hearing was held to secure the views of those affected by oil and gas production in the Rocky Mountain region who are not usually invited to Washington to testify. As a part of the country that supplies a large portion of the nation's energy, this region has special problems that impede energy production. The hearing focused on the impact of the Windfall Profits Tax that some Western senators see as a punitive disincentive on top of existing price controls, taxes, and government regulations. The impact on independent producers is intensified because they are taxed on a personal instead of a corporate level and are denied percentage depletion allowances. Statements were given by representatives of several independent producers and several state officers. (DCK)
