Richard T. Kennedy, a special advisor to the Secretary of State Testified about government non-proliferation activities during the year. Kennedy also reported administration plans to continue US leadership in this area. Committee members questioned the administration's intent and policy changes that may have increased the risk of nuclear war. Kennedy defended the administration's efforts in preserving national security by stopping the spread of nuclear weapons and encouraging peaceful uses of nuclear energy. He also defended the administration's support of the International Treaty. Committee members, notably Senator Glenn, challenged the quality of the administration's accomplishments.
