Kenneth L. Adelman of the US Arms Control and Disarmament Agency, Richard T. Kennedy of the State Department, and Paul Leventhal of the Nuclear Control Institute testified at a joint hearing on new developments in US Nuclear Non-Proliferation Policy. At issue was the role the Nuclear Non-Proliferation Act should play in US interactions with and responsibilities toward India, South Africa, Argentina, and other countries whose nuclear programs are of concern. Adelman described the threat to US security and international stability that further spread of nuclear weapons will entail. The witnesses described steps the administration is taking to meet nuclear trade commitments including technology and materials transfers and training programs, while upholding the intent of the Act.
