The Comprehensive Steel Technology Research and Development and Energy Conservation Act of 1986 seeks to promote energy conservation and assist in eliminating the current technological disadvantages facing the US steel industry. It also establishes a government-industry-university program of scientific research and development designed to develop new advanced technologies in steel manufacturing to increase the ability of that industry to compete effectively with steel-makers abroad. Funding levels start at $10 million for fiscal year 1987, increasing to $12 million in 1988, and $15 million for the next three years. The National Bureau of Standards will receive $3 million each year to carry out its functions under the Act.
