Companies are increasingly focusing on the international market. Participants include equipment suppliers, construction firms, utilities, utility subsidiaries, independent developers, and fuel suppliers. The breadth of projects and potential participants reflects a number of international factors high demand, privatization of government-owned utilities, economic and legal reform. US companies face specific domestic considerations that drive the willingness to consider foreign markets: removal of regulatory barriers to utility investment in foreign countries and increased competition for new plants in the United States combined with declining returns. Whether opportunities are achievable depends on such factors as availability of debt financing, political and commercial certainty, and the extent and permanence of legal, structural, and economic reforms in the country, including the electric sector.
