One of the most difficult problems U.S companies encounter when they seek to participate in the international independent power market is selling power to foreign utilities. In developing and financing independent power projects in the United States, the power purchaser's creditworthiness is rarely an issue, since U.S. purchasers traditionally have been seen as strong credit risks. Some foreign utilities are also strong enough to support project financings. However, other foreign utilities are far weaker credit risks, with the source of their weakness varying from country to country. Typically, utilities that have recently defaulted on their own international debt obligations are particularly difficult from a credit perspective.
