28 Big users ask oil-to-gas switch: estimate 5-million-barrel saving

Requests for permission to burn natural gas rather than fuel oil have come to DOE from 28 large users under a DOE-Economic Regulatory Administration (ERA) program for approving transportation of interstate gas. The amount of fuel oil that would be displaced is unofficially estimated at five million barrels. Confusion over ERA jurisdiction resulted in only one completed certification, while applicants planning to use in-state gas suppliers do not need approval. Users note that relationships with their fuel oil suppliers must not be jeopardized. Local distributors of natural gas worry that they will suffer if users buy out-of-state gas and interstate companies worry about the impact on their regular customers. The 15 industrial users who have filed applications are listed.
