Certification of the use of natural gas to displace fuel oil

The U.S. Economic Regulatory Administration (ERA) adopts a final rule which establishes the criteria and procedures under which ERA will certify to the U.S. Federal Energy Regulatory Commission (FERC) that certain natural gas purchased by an end user for its own consumption and to be transported by an interstate pipeline company will be used to displace fuel oil but not coal. The ERA certification is a prerequisite for authorization of the transportation of the natural gas intended to displace fuel oil under FERC rules. This rule is effective as of 8/16/79.
