Ten years after the Arab oil embargo and the end of cheap oil, the author examines the sequence of political and oil market events to see how consumers, the US government, the energy industry, and OPEC have changed. Consumers have learned to conserve and have disengaged energy consumption growth from economic growth. The US government has moved toward decontrol after an initial effort to maintain the status quo. The industry made new discoveries of oil resources and oil alternatives. OPEC achieved economic and political power, launched economic development and modernization programs, and continues to be an uneasy alliance of nations with conflicting needs. 3 figures.
