Forecasting short-term fuel prices: a view from the trenches

The problems involved in forecasting short-term utility prices are defined. Short term refers to a monthly or quarterly forecast with a one- to two-year time frame. The problems are described as a lack of hard data, a need to maximize the available information, the cyclical nature of short-term prices, and the necessity of effective communication between forecasters and their managers. It is suggested that these problems can be solved when utility analysts work together with utility consumers in arriving at short-term forecasts. The successful efforts being made by Pennsylvanic Power and Light Company to create buyer/analyst forecasting are presented. 7 references, 3 figures.
