The draft version of the environmental impact statement (EPA No. 840350D) for a proposed oil and gas lease sale in the Gulf of Mexico describes the potential impacts from the construction of exploratory and delineation wells, production platforms, production wells, and offshore pipelines in sales 94, 98, and 102. Positive impacts of the sales include the production of oil and gas in amounts that would increase domestic reserves and reduce dependence on foreign energy sources. Employment opportunities and economic benefits to the region will be substantial. Negative impacts would be the disruption of sensitive coastal habitats, permanent damage to the bottom areas, and degradation of both water and air quality. Recreation and fishing qualities would diminish. A major spill would interfere with both civilian and military activities. Several laws protecting coastal areas and the outer continental shelf require the impact statement.
