A draft environmental impact statement (EPA No. 820542D) on a proposal to lease all currently unleased blocks on the continental shelf of the Gulf of Mexico describes resource and infrastructure estimates for the Most Likely Find Scenario and the Total Find Scenario at 249 million and 4.5 billion barrels of oil and 1.7 trillion and 60.3 trillion cubic feet of gas, 900 and 10,640 delineation wells, 390 and 11,300 development and production wells, 35 and 925 production platforms, and 960 and 5885 miles of pipeline. There would also be onshore support facilities. Development of these resources would reduce US dependence on imported energy and provide employment for the Gulf area. Negative impacts would be damage to coastal and offshore habitats and recreational areas, water pollution, potential oil spills, an navigational hazards. The Outer Continental Shelf Lands Act of 1953 requires the impact study.
