The Electric Consumers Protection Act of 1985 amends the Federal Power Act to change relicensing procedures for hydroelectric power plants as a way to protect consumers by allowing utility competition. The House Committee on Energy and Commerce indicates suggested changes in the Bill and expands relicensing regulations to require environmental protection and economic efficiency. The Bill also covers small power production facilities subject to benefits under the Public Utility Regulatory Policies Act, establishes fees for studies of potential dam sites, and prohibits construction for unauthorized activities. Further amendments deal with compensation by licensees using federal dams.
