Technology transfer: making the most of Federal R and D

Technology transfer from government laboratories is identified by many as crucial for optimizing the impact of Federal research and development (R and D) on the private sector, state and local governments, and universities. Witnesses at Congressional hearings explored the linkage between technology transfer and the broader subject of innovation and US productivity in an effort to re-evaluate R and D policies. Two bills have emerged as a result of hearings. Also emerging was the need for more-precise definitions and a model for the effective dissemination of innovation rather than leaving it to chance. Other recommendations were for technology transfer agents to be assigned to each laboratory; a national policy in support of the transfer process; more cooperation between laboratories, industries, and universities; better definition of patent and licensing policies; and consideration of industry market needs early in the R and D phase.
