Scientific, technical, and business experts from New Mexico spoke at an August 18, 1981 hearing in Albuquerque on how national policies will affect the state's use of technology and the transfer of technology into the commercial sector without restricting trade. Present policies leave commercialization of much federally funded research and development to chance. At issue are incentives for innovation, patent rights, and ways to stimulate scientific and technical interactions. New Mexico has a large number of high-technology industries and government laboratories that are affected by information-transfer policies. The testimony includes statements of seven witnesses from industries, universities, and the Los Alamos National Laboratory. (DCK)
