Assessing the impacts of acid deposition on Pennsylvania

This paper provides a broad assessment of the impacts of acid deposition legislation. However, since control strategies are implemented on a state wide basis, the perspective of this effort is only one state, Pennsylvania. Pennsylvania serves as a particularly interesting case study as it is both a major emitter and receptor of acidic precursors. The approach used in this analysis is to examine the environmental, technical, economic, and policy implications that result from eight legislative scenarios. These scenarios are designed to resemble salient features of current federal legislative initiatives. A significant portion of this paper draws upon on the efforts of a student research project conducted at Carnegie-Mellon University.
