Pennsylvania steering clear of extensive regulation. [Counting on conservation]

Pennsylvania is emphasizing a laissez-faire approach to energy conservation in its effort to regain energy self-sufficiency and is letting the Federal government handle the costly shift to coal. Voluntary conservation will be the key, with no legislative mandates imposed on the state's vital industrial base. A State Energy Council has some managerial and advisory--but no regulatory--powers in areas where state policy is felt to be more effective than Federal policy. Pennsylvania's policy complies with the 1974 Federal Energy Policy and Conservation Act goal of an overall five percent reduction in energy consumption. The Council's efforts include a series of coal conversion seminars, financial incentives for conversion, loan programs, removal of the moratorium on well drilling in Lake Erie, and provision for new gas found in the lake to remain in the area, seed money for research projects, and a supply of technical information to legislators. The Council also makes recommendations to the Public Utilities Commission on matters of rates, facility siting and leasing, curtailments, and financing. Two charts summarize the state energy office organization and present an energy profile for the state. (DCK)
