A DOE staff report forecasts that national electric-supply requirements by the year 2000 will be between 749 gigawatts at two percent annual demand growth and 1083 gigawatts at four percent growth. This will require a corresponding expansion of new generating capacity of 53% to 105% of the 1981 supply. Utilities are now using uneconomic facilities to maintain system reliability, and the concentration of uneconomic plants can cause regional shortages. While rate regulations make it difficult to finance new facilities and declining demand projections justify construction delays and cancellations, utilities are eliminating the facilities which will be more economical in the future.
