Carter unit blast DOE on coal rule. [Regulatory analysis review group; fuel use act]

The Administration's Regulatory Analysis Review Group (RARG) is critical of DOE's rules for implementing the Fuel Use Act (FUA) because high oil prices and increased gas supplies will encourage coal conversion without mandates. RARG officials suggest terminating the FUA and argue that the cost of forced conversion could exceed the social benefits of a lower reliance on imported oil. DOE spokesmen disagree with this assessment and with the question of whether industrial users should qualify for economic exemptions. The arguments of DOE's Economic Regulatory Administration (ERA) and conflicting points by industrial users are summarized.
