The authors feel that interpretations of the Power Plant and Industrial Fuel Use Act of 1978, which grants peaking exemption, appear to be following the legislative intent. Judicious and cautious granting of synthetic-fuel exemption by the Economic Regulatory Administration (ERA) also appears possible. ERA will control the number of such synfuel exemptions granted, thereby limiting the gas and oil use exposure. Granting exemptions will further the development and marketing of alternate fuels. As with any new law and regulatory implementation, the development process has been slow and often confusing. The authors think there is a clear trend, however, of participation in the process by many outside parties who will be affected in the future. 15 references, 4 figures.
