Eleventh annual review of overall reliability and adequacy of the North American bulk power systems. [Monograph]

The Review Subcommittee conducted in-depth interviews with representatives of each of the nine regional reliability councils, appraised utility plans and commitments for future bulk power-system facilities, and assessed the potential effects of legislation, regulations, and government policies in future reliability and adequacy. Their report finds the 1980s to be overshadowed with uncertainty on both demand and supply sides of the electric-energy equation. The implementation of the current program assumes that electric utilities will have the necessary financial capability and regulatory cooperation to commit, site, license, construct, and operate new facilities and the flexibility to modify the program as required. Rapidly increasing oil prices, the resulting search for substitutes, installation delays, system loading, and lower reserves threaten to erode system flexibility and underscore the increased importance of the system operator. 54 figures.
