Deregulation: will it aid consumers. APPA exec entreaty: don't abandon field to deregulation

The executive director of the American Public Power Association urges electric utilities to improve efficiency rather than look to deregulation as a way to secure energy supplies. He suggests that needed improvements can be found in regional generation and transmission, power pooling, and brokering what he sees as abundant excess capacity. He further recommends a mix of lower-cost solutions instead of adding conventional generating facilities to the system. Obstacles to deregulation include maintaining system stability, planning the transmission and pricing services of decentralized and competing generators, and financing new plants. (DCK)
