Deregulation: will it aid consumers. Social changes challenge utility regulatory premises, California commissioner says

The president of California's Public Utilities Commission (PUC) suggests that recent changes in the electric utility industry may invalidate some of the bases for regulation. He cites the trend for utilities to shift the risks to ratepayers through such mechanisms as fuel-adjustment clauses, the disincentive that frequent rate hearings have for using internal cost controls to save money, and the allowance of earnings on construction work in progress. These changes have blurred the distinction between investor-owned and public utilities. The California PUC urges a spot-pricing strategy to encourage competition and help justify investments in new capacity. (DCK)
