Don't deregulate power production

Deregulating power generation has wide appeal because it appears to offer room for innovation, competition, new capital sources, and new investment opportunities. Mr. Radin, executive director of the American Public Power Ass'n., observes that it can be challenged as a benefit to the ultimate consumers, however, because it would eliminate most customer control; it would substitute private entrepreneurs who will not take on the cost of large generating stations without government incentives and sheltering; and it would convert transmission facilities into common carriers. The debate should shift from deregulation to finding ways to make utilities innovative and cost-effective, such as regional facilities owned by existing utilities. (DCK)
