The volume of voluntary carriage by interstate gas pipelines has increased since 1974, averaging a 10% annual increase through 1984. The growth occurs despite inflexibilities in pipeline rate structure and inadequate incentives to maximize voluntary carriage. The Issue Analysis presents the results of a quarterly survey of Interstate Natural Gas Association of America members, who report a 65% jump from 666 to 1099 Bcf between 1983 and 1984 and an increase from 12 to 16% of the carriage market. Carriage for distributors and end users is the fastest growing sector of voluntary carriage. With greater regulatory flexibility and more incentives to carry for others, transportation for distributors and end users should increase further. 12 references, 2 figures, 2 tables.
