Voluntary carriage update: First Quarter 1985 statistics and results of a special survey

The transportation of gas under voluntary contract carriage on behalf of distributors and end users comprised 21% of the total interstate natural gas carriage market in the first quarter of 1985. Contract carriage for distributors and end users continues to be the fastest-growing sector of voluntary carriage. Results from a quarterly survey show that carriage for that sector rose to roughly 355 billion cubic feet (bcf) during the first quarter of 1985, a 37% increase over the same period in 1984. Total volumes of voluntary carriage remained approximately a third of the entire interstate sales and carriage market. Interstate pipelines reported separately that successful transactions outnumbered unsuccessful transactions by nearly four to one. When pipelines have been unable to transport for non-owner shippers, it has been primarily because of capacity limitations or the companies vulnerability to the effects of burdensome take-or-pay contracts. In adjusting to increased demand for carriage services, the interstate pipeline industry is making the process of contracting for carriage more routine. Beginning in 1983, pipeline companies accelerated their efforts to institute policies concerning contract carriage and create operating groups to carry those policies out. Pipelines representing 82% of the market currently have formal policies to respond to transportation requests and 74% have set up organizational units specifically focused on transport business.
