This paper documents a procedure developed to forecast international trade patterns in crude oil and refined products. This methodology is used to estimate future sources of petroleum imports to the United States and to calculate expected shortfalls in those imports that would result from supply interruptions. The procedure is computerized in the form of a Petroleum Allocation (PAL) model which is operational on the Energy Information Administration computer facility.
