Public power costs less: IOU residential rates averaged 42. 5% higher in 1983

Statistics showing that the residential rates of investor-owned utilities averaged 42.5% higher in 1983 than those of consumer-owned utilities show a consistent advantage for public power. The 2.14 cent difference per kWh is due to the higher administrative and general expenses, as well as a higher cost of debt and equity capital. The expenses for public transmission is the only area in which operating costs exceed those of private transmission. Data from the past 37 years confirm that public utilities continue to provide more economical electric service to commercial and industrial customers as well. 1 figure, 4 tables.
