Fuel follies: FERC questions captive coal

This year, the captive-coal issue is again making headlines--much to the embarrassment of American Electric Power and other utilities. Early this summer, the Department of Energy officials were saying that disclosures about overcharges could lead the Federal Energy Regulatory Commission to try to set up a uniform system of accounting for captive coal mines. Such a development might even lead to the regulation of the mines as utilities themselves. This article discusses coal-related overcharges to American Electric Power customers as well as excessive profits in other captive-coal markets.
