Cost shifting in the electric power industry is discussed. As we move forward in this more competitive era in the electric industry; under no circumstances should we allow the costs of retail wheeling to be shifted on to captive residential and small business customers. If the only purpose, or more importantly, the only result, of retail wheeling is to shift even more utility costs onto captive ratepayers, then retail wheeling is not only a bad idea, but it is a sham that does nothing to promote competitive efficiency. Industrial customers are not the only ones who would like to get out from under the high rates of utilities. Residential customers are already paying nearly twice as much per kilowatt hour for electricity as industrial customers pay, and in recent years they have consistently paid among the highest residential electricity rates in the Nation. The unfairness of electricity cost shifting from industrial users to residential and small business customers is discussed.
