Captive coal: lining their own pockets

Consumers are organizing to reverse the high rates that utilities generated by buying their own coal mines and passing on high prices to ratepayers. Utilities in West Virginia and Pennsylvania hope to divert regulatory action by divesting their captive coal holdings, while North Carolina regulators forced Duke Power to lower the price paid for its coal by refusing to allow a full pass-through of costs. Comparisons of utility payments for captive versus independent coal show that the practice has been profitable, but consumer protests and regulatory action could make those profits a liability.
