Residential conservation in the eighties: promising private initiatives

The new consensus emerging that rising energy prices will promote higher domestic energy production and lower consumption has implications for the government's role in energy markets. Conservation and some promising private sector initiatives to encourage residential conservation could replace much of the governmental intervention of the 1970's, except that optimal investments are not being made. This problem is examined in terms of the opportunities for efficient, market imperfections, and the current private sector focus. A comparison of utility-financed programs and private sector energy management companies examines the economic efficiencies and the possibilities for success of each. 12 references, 2 tables. (DCK)
