A method is described for treating an oil containing incompetent formation to prevent the movement of unconsolidated sand particles in a well bore. The method consists of forming a slurry of sand, cement, and a sufficient amount of a petroleum oil fraction containing an oil wetting agent therein to oil wet the sand and cement particle, suspending the oil wet sand and cement particles in an aqueous carrier medium, injecting the aqueous suspension against the unconsolidated formation at a pressure effective to force the suspension into the unconsolidated formation, contacting the suspension with an aqueous surface-active agent solution to water wet the cement particles, and permitting the cement to set and form a permeable cement.
